this might sound sick, but older men like the idea of being with a young girl. there's some sort of satisfaction like they feel they still have 'it'. a young girl is seen almost as fresh meat, innocent and virgin territory.
it's no secret alot of men see sex as a game or a competition. i don't know who wrote the rule book but it seems like it's such a big achievement to score with the youngest girl possible (of legal age hopefully) it's an ego boost.
if you're asking why do women like older men it's simply a matter of maturity level. men mature later in life than women do so it makes sense for a woman to prefer an older man. however it's not always the case.

To older men she's mature enough to converse on their level, and at the same time "attainable".
To boys, she's beyond their reach maturity-wise, and they can sense that.
