All women are capable of having an orgasm as long as they have a clitoris. Trying to achieve an orgasm through penetration is a little more challenging than direct clitoral stimulation.

If you're having problems achieving a climax, try being on top, or in missionary position put some pillows underneath your back.

Most women have the *capacity* to experience an orgasm, though not all who have the ability have the experience. Most of our sexuality (male and female) is in our brains, and when the brain is stimulated, the body follows (or at least it sure adds to the physical response).

If there is no medical reason, the most likely reason is they either don't know about them, or have a partner who doesn't know how to induce them, or they are too tense or worried about it.

The best way to experience an orgasm is by oneself. Find a quiet place with absolute privacy, no interruptions, let their mind wander, let their fingers wander and they'll be surprised at what they find as a response. Once one knows what pleases *them*, they can work on the same sensations with a partner.
