Rarely. I wouldn't even attempt it.
1. One or both of you will come the resent the other in years to come.
2. You won't feel any duty to your marriage because you don't love your spouse from the onset.
3. One or both of your will eventually find your love, or be tempted by someone with whom you feel a real physical / emotional connection and will cheat.
4. You'll bring children into a loveless marriage and they and their future relationships will be damaged.
Unless it's a cultural thing (arranged marriage) where this is the norm and you're cool with it, I would strongly advise against it.

Yes, it could come at any time, I believe. But why not love the person you intend to marry first?

Yes I think it is probably better that people who are so in love and than get married only to find out that puppy love dies. if you have been forced together you will eventually most likely learn to love each other slowly
