it is likely your printer "black" nozzles are dirty (obstructed) by ink.
if your printer utility has a "clean nozzles" utility use it, else use a little wet (not dripping) ear stick and try to clean them.
You printer utility should be accessible from the "print" menu

the best printers have those nozzles integral to the catridge so that you throw them away (but those catridges are very expensive)

my humble advice: never use pirate cartridges...

the reason is clear like everyone else has said, your ink tanks are low. depending on the shade of blue you are attempting to print or any other colour for that matter your computer will tell your printer hhow to make up the colour you want either by printing layer upon layer of CMYK or if the colour is a pure colour from the ink tanks Cyan (blue) Magenta (red) Yellow BlacK. but if it's not your ink tank then you have a serious bug in your system that needs working out. the first thing to do is go and buy new ink tanks or get the ones you have refilled. personally i always go for the OEM originals, i find that if you don't print often the inks last (stay fresher longer) i have a canon BJC 80 been sat in a shed for two years with the ink tanks still in, after a deep clean a couple of times the printer is back in servicable condition. I did a similar thing with an epson with non epson ink tanks and the print head was gone rendering my A3 printer unuseable. And it's not cheap to get it repaired. thats why i use only OEM ink tanks.

Ink cartridges don't need to be of the specific brand and make that your printer requires. There are substitutes available that are cheaper, but you do need to make sure that your substitutes are actually suited for your printer first of all.
Secondly, your printer should have the ability to print a test page. (should be under printer setup in your control panel) I'd recommend you do that and see if black ink is printed at all on that.
Also, check to see if the problem is with one specific program or with all programs you print from. It could be a faulty print subroutine or command is given by your software.
Also, check if your cables are plugged in properly, since a loose plug could probably also cause data corruption.
If you've checked all that and the printer still doesn't print black, I'd suggest contacting either your vendor or the canon support at http://www.canon.com or which ever is your local support branche.

Start at the beginning where you installed the printer, check the settings that all are set for COLOR and BLACK...sometimes it's the settings that are telling the computer what to do with the printer.
In my printer settings there is a toolbox that is part of the printer's program it will test the printer for you and let you know what is wrong with it. It shows the ink levels and so much more. You can also go to the web site for your printer name and model number and look for troubleshooting. I'm sure there is a easy answer to this and you will be in the BLACK very soon..Good luck,

change the printer option to only print in black (grey-scale) or maybe it needs to be cleaned.

maybe you keep touching that metal like strip that your not supposed to touch on the black cartridge, or maybe it's something with your printers settings.
