If he becomes an citizen or resident... YES!

In fact, most people who refer to themselves as "African American" have never been to Africa, their parents were not from africa and their grandparents were not from Africa. The phrase "African American" is very widely misused.

The only TRUE African Americans would be Americans who were born in Africa but emigrated to America.

Ok, limme clarify this for you: African-American just means black. If they're from France, Germany, where ever, as long as they're black, they're called african-american. By the way, black people don't call themselves african-american, it's mostly white people or other races that use the phrase african-american. It's I'm black and I'm proud, not I'm african-american and I'm proud. Also Charlize Theron is not african-american. She's a white african person. Hope that answers the question.

If that person chooses to apply for citizenship Yes. It's no different than if a Japanese, German, Russian, Italian, Iranian, whatever. It's the same in any country that ANY ethnic group chooses to make their home.
