Took me a second, but you're talking about the song "Missing" by Everything But the Girl. It was released as a single in 1994 and can be found on the album Amplified Heart. The Todd Terry remix was the version that hit the charts, so look for that one. The lyric you're referring to is "and I miss you, like the deserts miss the rain".
