My question is that a man's body temperature is constant at 97 degree Ferenheit then why we feel cool in winter and
warm in summer ?

It's actually 98.6. And this can change when we get hot or cold - it's not exactly the right temperature all the time.

When it drops in the winter, we feel cold, and the body has to work to keep it at 98.6.

In the summer, we feel hot because our temps go up, and we have to sweat to cool off to 98.6.

Because our body is trying to regulate our temperature. The outside temperature can effect the inside temperature which in turn effects the operation of the internal organs.

our body temperature is between 97-96 degree Celsius and +- 5 % is soothing to us ,beyond that we feel the heat or cold.

our body temperature's constant that's right but when the temperature in our surrounding changes, that is when it gets colder or hotter, we feel the change as the hot and cold receptors in our skin responses to them..that is we either feel hot or cold.

because feelings on the outside of out body, such as skin and such are not the same and on the inside. When really warm weather, or really cold weather hit our outsides, our receptors feel it as "hot" or "cold." Its pretty much what our receptors feel that determine how we feel to different temps. Notice how if you put your finger in your mouth, your finger feels warmth.
