If there were no lone pairs, and only two bonding pairs, the bond angle in water would be 180, you see, and the molecule would be non-polar. So you are expected to discuss that, as well as the difference in electronegativity between O and H, and the bent shape, which all contribute to water being polar, and hydrogen-bonded. These in turn make the intermolecular forces very large, so it has a high specific heat capacity and surface tension.
