if ur really eager to learn & speak fluent english then i think there is no instiute. cox speaking in public means u need to hv CONFIDENCE.and, this can only be achived if u think positive.
as far as speking & learning is concerned, my best advice to you is to READ ENGLISH NEWSPAPER regularly alone. like on the rof top where no body is there 2 listen & buy a GOOD dictionary so that u'll be able to understand the meanings also. do this for a month & try 2 pronounce the word properly. i m sure u'll find urself improving in that.

You can listen to English programs on TV. Also you can join the British Council. It is a part of the British High Commission. (Govt). If they do not take you, you can get help from teachers like me.
But try British Council first.
