white eyeliner is my best friend. kinda. :)
it doesn't matter which white, just as long as it's white. you can also use a cream eyeliner. that would work as well.
white eyeliner actually makes your eyes pop, not bigger. but it's look amazing anyway! [=

Pure white can make eyes look bigger and more bright and shiny. Any high quality brand will do (it is important, because you are to apply the product on a very sensitive eye area).

No - white eyeliner on the top lid looks like a stripe especially against tan skin. Black eyeliner only on the bottom lid would look like an underline. The purpose of eyeliner is to make lashes look longer and more lush and to add drama. Are you trying to make your eyes look smaller? If so, try letting your brows get a little fuller so they look proportionate to your eye. Also, avoid dark, heavy eyeliner. Stick w/ soft neutral eye shadows and use minimalistic mascara. (clear or soft black, no lengthening or curling formulas)

yep, true...any white will work. Clinique has a nice pearl white powder - I use an artists brush with a fine tip to apply along my eyelashes (upper, but doing both will double the effect).
Also, using some Visine in your eyes will take out red and make your eyes look brighter.

yes actually it is true. i saw it on the tyra banks show. she wore no eyeliner and then applied the white eyeliner and her eyes appear fuller and more awake! it was actually quite amazing.
i went out and just bought a white Revlon eyeliner pencil and it works wonders! I'd recommend it

Yes, I use Marcelle white eyeliner, but basically any that is soft enough should do the trick. Good luck!
