Depends on personal taste. I think hair is HOT! A guy with a shaved chest looks like he has rejected puberty and wants to go back to being a kid. I like a manly man, not one who can't accept having grown up.

I don't like men with chest hair, so no it's not sexy. Try waxing or shaving it. Nair works pretty good too.
