Just going on my thoughts here. breaking the sentence down, pooch = dog. Men are often related to or referred to as dogs. Panty = women.
I would make an analogy to the saying "pu**y hound." It just sounds similar. Quite honestly I have never heard of the term "panty-pooches." But, that would be my best guess. Hope this helps.

That was a typo - s/b panty-pouches

pouch boxer brief (boxer briefs but with pouch rather than access flap)
