A "brotherhood" is a term refering to a group of people with something in common-it doesn't have to describe an official group but can. Some examples would be bikers, truckdrivers, union members and can refer to groups with containing just men or men and women. As far as being illegal in singapore, I don't see how brotherhoods can be illegal because its just a term describing something. Of course any organized group doing illegal things that has the word "brotherhood" in it could be outlawed but not because of the word alone.
