i'm just wondering because i ran over a cat the other day and so far i haven't been run over by a gigantic cat driving a car

Well you better watch out you might get ran over by a CAT brand tractor, you never know.

You ran over the cat...and it was stopped by the physical being of the Earth. Newton's Laws only have effect so far as nothing interferes with them. If nothing is in the way (atmosphere, terra firma, etc...) then you would have hit the cat with a certain force, and the cat would have moved away at said force ad infinitum.

I think what you are looking for is more a law of Karma...not physics.
