What should I major in college for if I wanna become a writer or an artist? Do you even really need one?

No you don't really need one. Only if you're really really good to begin with.

Have you ever considered an art institute? Look some up in your state on Google or Yahoo. They'll teach you the basics, technicalities, and more advanced techniques and miscellaneous things than you can shake a stick at.

Besides, degrees are darn helpful when you're starting out and need to compete for jobs.
You'll also get general education while obtaining the degree. It's always good to have a fall back.

the Joe Kubert school in Dover, NJ, specializes in training CB artists. It's not an accredited degree, though (in case it matters). They also do correspondence courses.

The School of Visual Arts in NYC has an accredited CB illustration program (Art Speigelman was an instructor at one point). I personally have had a bad experience with SVA. I was in their film program years ago, and I got rooked.

Scott McCloud has been teaching at a college in Minnesota, I think (but he's doing a full-year road trip this year). His GNs about the medium and making of comics are amazing, and highly recommended. (Making Comics, Understanding Comics and Reinventing Comics)

There are several specialized schools in Japan, I've heard.

Or, just do the best you can at a school of your choice, taking creative writing and art classes. Whatever yuo do, you can never take too many Life Drawing classes.
