I’m building a site listing of local websites categorically. I like you to comment on color, layout, simplicity, functionality (Partial) and its domain name. I’ve have the home page & a couple of links category. Assume that all other links will work. L&R columns are left for ads.
I needed suggestions from people before I populate data and go to alpha, beta and final stages.

That looks pretty good. I recommend adding a search feature (Google has a way to search your site for free), adding some more images, perhaps icons for each of the categories. I also recommend adding some dynamic functionality using javascript and flash. Also, domain names usually work better if there are no caps in them, because people won't always get the case right.
