First of all, they are in Oakland which cannot generate the revenue other metros do especially with San Francisco so close. Second, they have a horrible stadium which is another revenue problem. Third, Al Davis is senile. Fourth, no one in their right mind will coach this team. Fifth, free agents won't go there. Sixth, the average age of the team has got to be in the 30's. Seventh, they play in a really difficult division.
So, when either Al Davis dies or he sells the team, they move to a large city, get a new stadium, hire a new coach, cut all their has beens, sign some new playmakers, the Chargers, Chiefs, and Broncos begin to suck, they might make the playoffs.

I am also amazed at all the Raider Fans in California. They have sucked for the better part of a decade but I still see Raider stickers and jackets and such. It gets to me that so much of their stuff is sold but I have a hard time finding Chargers gear! Stores need to realize that the black and grey crap is not selling.
To answer your question: Bad management, worthless owner, incompetent coaches, ill advised trades and acquisitions and poor play from over paid players.
Their D is about the only thing worthy on the team.

Their offensive line needs to develope. I swear that their linemen have no chemistry at all. I sometimes watch the guard open up hole on pass plays. Countless times I've had to watch in horror as blitz happy linebackers take advantage of these openings. It wouldn't hurt if they got a better quarterback (I'm looking over at the direction of LSU). I think that everyone failed to notice the lack of reciever talent (If Morant doesn't develope then we're screwed). Defensively, we're pretty good but we're gonna have to replace Wareen Sapp eventually. Our defensive secondary is looking pretty damn fearsome at the moment. Btw, don't be fooled by these 'raider fans'. A lot of people like the Raiders just because of their team colors and the fact that it's Oakland. I bet half the people wearing Raiders jerseys couldn't name more than 5 people on the team.

Offense. They need to draft a QB then get someone like Jeff Garcia who can play for a few years and teach him. The o-line needs to be addressed also. Lastly the need to figure out what is going to happen with Randy Moss and Jerry Porter. They may or may not need a Running back also depending on Lamont Jordon I don't know if he will be back or not. Basically about 4 issues on the offensive side of the ball. I think they could solve this through free agency and win 7 or 8 games next year. The Defense seems to be there.

If you feel embarrassed, it should be for yourself!! A real fan sticks by their team no matter how their season turns out. Oakland has some of the greatest football fans in the country, and they stick by the Raiders, no matter what. THAT'S what football is all about!! I should know, I've been a Packer fan for my entire life (40 years)! Rock on Raider fans!!!!

The defense in Oakland is at least good, but to always put the offense in a bad position, is not. Meaning the last few years, after their last run at the SB, they have gone after old timers(players and coaches) who are just that, old. Why they try to resurrect a players long career by bringing them to Oakland I don't understand. Other than Moss Or Sapp, they need a real"fresh start", and begin on offense at QB (Brooks? Collins? what ever)

Two words. Al Davis! He stinks as the team's acting GM. He has no patience at all. He needs to hire a GM and be done with it. If not the Raiders and their fans will suffer through another horrific season.

I think they just have a bad coaching staff as well.
Raiders defense can prove to be really great with Sapp at DT, and Huff at CB
For offense, i think Aaron brooks is good, there O Line just sucks. Lamonst Jordan, and Moss are very good player.
Moss just doesn't get the stats because no one is throwing to him at the right time.
