At the town's main screen, where the neighborhood is there, and where you place the houses/buildings. In the little menu in the left-hand bottom corner, where you open up to create a family, or go to your families or houses you have ready to be placed. There's a little marker - I'm sorry, I forget what it looks like exactly, but if you scroll over it it'll show up - that will say 'move family' or something basically like that. You click that, then click the house that has the family you want to move out. They'll go in the family bin with the others.

Does that make sense?

you have to move the family before you actually pick one to play with. it is in the same area that you use to move/delete the houses.
