The earth wire of a house is sometimes connected to the plumbing, with the intention that any electricity that escapes from the normal circuits will pass harmlessly down the water pipes and dissipate into the ground around them. Since electricity escaping is a 'never meant to happen' thing, the naturally large risk to anyone touching the plumbing at that point in time is written off as 'unlikely to happen'. If you have a small continuous leak from your main electricity circuit, however, a small amount of charge will always be travelling through the plumbing to the ground. This is the charge you feel. As there is a high (very high) risk that the 'leak' will become a surge at some point (and kill you), you should consider doing something about it.

In addition to looking for where the leak in the electrical system is (usually some bare wires touching), your options are to have the earth grounded at some point other than the plumbing (a metal spike in the ground for instance), and to have a residual current device fitted to your electrical switchboard. Your electricity providor (company or government agency) should be able to give you some free advice.before you get into any potentially expensive conversations with electricians.

It means your bathroom plumbing is not cross bonded, which is dangerous.

Get it fixed.
