Tulle is a fine mesh, sort of like netting. i assume a tulle skirt is like a tutu.

A Tulle skirt is simply a skirt made out of a fabric called tulle which is a scratchy mesh like fabric. It is usually fluffy and has multiple layers. Ballet Tutus are usually made out of tulle.

I just saw a skirt today that had an underskirt of a shimmery solid fabric and several layers of poufy contrasting tulle over it.

Yeah like a tutu
ballerina style
or wedding veil
It doesn't have to be poofy but most of them are.

It is mesh, it is often used under a dress to make it poufy. But if it is against your skin it is itchy.
