Do we call it God? If there's no God, is there something that keeps track of all the actions, thought of everyone, ever? Would it be in charge of Karma?

The biggest information Bank is our memory bank, which is linked to the universal Information bank.
there are three types of memory banks namely Satwa, Rajas & tamas closly linked with our nature and the that of mother nature.
And mother nature is closly linked with God almighty.
Yes Our Guilt Keeps track of our actions,
If we feel that God exists then we are consicious and try to keep ourseleves with in the limits of God's rules, If we feel that God is not there then we tend to be carefree and may commit mistakes.

Yes there is!
It is located in the 4th dimension of matter called the Etheric Plane.
The history of ALL Karma is contained in the Akashic Records.
One can expand their consciousness into that dimension and read those records.
