10000 is really 10000.00, and 132 is 132.00. So move both those decimal points to the LEFT as many as you have to to get the 10000 to say 100 (that's what percent means, 'per hundred'). It's two places to the left, isn't it? Now you have to move the decimal point over the same number of places (two places) in the 132. That gives you 1.32%.
