They were then organized and administered by their conquerors and brought under the suzerainty of a single head of state, who is the said Emperor, who on his death would, in theory, be succeeded by a close, usually male, relative. That was the idea anyway. Many empires did not outlive the lifetime of their founders. Or they were frittered away into the hands of less talented relatives. Often these conquered entities were exploited wholly for the enrichment of the capital district, but over time some genuine nation building took place and these populations were integrated culturally into these larger units with citizenship of one kind or another.

Later Empires were modeled on this Classical theme. Remembering the "Glory that was Rome". In European settings we even find the " emperors" calling themselves Cesar in memory of those first Roman Caesars, the Augustin's. IE. Czar, Kaiser, etc. The first post-roman European empire called it self the Holy Roman Empire. And as the joke goes, "It was neither Holy, or Roman, or much of an Empire."
