Problems like this are solved by multiplying 2/3 by 21. To multiply a whole number by a fraction, you multiply the whole number by the numerator(top number), then divide that product by the denominator(bottom number). Think about how the problem could be spoken, if your think about 2/3 as a division problem instead of as a fraction.
"21 times two-thirds" does me no good, BUT...
"21 times two divided by three" helps me out. I can multiply 21 by 2 and get 42, then divide 42 by 3 and get your answer of 14.
