I used to live in Fort Collins. It is a great town but has grown so fast that I hardly recognize it anymore. I used to be a sort medium sized city with some small town appeal. I don't feel that anymore when I visit. The Old Town part of FC used to be the best but I has changed immensely. There are still some excellent places to eat and go have a beer but it has lost that small town feeling that it used to have. I still love the town and all that has to offer but I don't know if I could afford to live there. It is very, very expensive anymore.

I live in Detroit, it is not great but getting better all the time. I have family in Charlottesville VA, it is a dream. Beautiful place, the people are respectful of all, fairly peaceful place.
Springfield is pretty nice too.
Say NO, NO, NO to
Hartford and Albany
The rest I see pluses and minuses except for Houston, where I haven't been in 20 years, so I have no opinion.
