I recall this topic disscussed in physics class, however that was many many years ago. I also can't remember if the solar flares have an efect on weather paterns or just the Van Allen radiation belts?

This is a very good question. Not only may it cause interference in certain radio frequencies at the earth's surface but it's greatest effects are on satellites and humans in space. For example, the very first launch of the Shuttle had to be delayed due to a very active solar flare at the time. Satellites can experience what are called SEUs or Single event upsets when nuclear particles in the flare reach on-board computer chips and sensor detectors. Sometimes these events have rendered a satellite useless for quite some time.
