Lol! I have this same problem. Unfortunately you can't tell someone else what to cook and how to cook it. I just invest in a lot of Lysol air freshner and Febreeze. I also crack the windows a bit..even in the dead of winter for about 30-60 minutes and then all is usually ok...Good luck!

move and buy a town home or rent a house, you can rent a house for a little over what an apartments rent is.Im looking to rent a house when my lease is up.Ive got smokers that live below me and when they have they end of night cigarette or another kinda smoke i can smell it.Im not a smoker so it just makes me sick.deal with it for now,no use causeing friction with the other tenants.

Leave a note, or knock on their door.
Talk to the landlord if the problem persists.
Check for air leaks/drafts that could be sealed.
There are air filters and odor removers that you can buy to fight the odor.

Sorry- you really can't... welcome to apartment living.
Sace for a downpayment on your own place.
(you can talk to the landlord tho- NOT the tenant)
