Any journalist who has been a member of the Baseball Writers Association of America for at least 10 years is eligible to vote for the Hall of Fame. Most newspapers in major league cities have at least one or two guys eligible to vote.

The Baseball Writers of America do the voting and you need 10 years to do it. It is made up of , bsically, sports writers in big cities. However, most of the New York newspapers do not allow there writer to vote. Sucks for them.
