It's possible in many situations, however, there has always been too many head chefs and not enough cooks in the kitchen. There will always be those present who oppose solution for personal agenda or promotion of "problems" with knowledge it will generate money or get themselves out of personal responsibility. The solution: how long will people allow this to go on?
I think it has a lot to do with attitude, will, and spiritual maturity. Also, you said "any problem" I'm thinking that it wouldn't be rational to say that everything can be turned around it would always depend on the circumstance. For instance, a relationship problem can always be solved along with dealing with self destruction...honesty would be the key.

I believe that any problem made by mankind can be solved, but if the so-called problem is one that is caused by a law of physics or scientific fact, than it very well cannot be solved. For example: the problems of poverty in the world can be solved, since it is a social issue, and the troubles in the Middle East can be solved, since they too are social as well as political: thus: manmande. But if it is a problem for you that you cannot flap your arms and fly to work, or that you cannot lift 700 pounds, than they will not be solved since they are the result of physical laws.
