Lysosomes are only needed by animal cells. They help break down and remove old worn out cell parts. They are also involved in the digestion of food particles brought into the cell through infoldings in the plasma membrane, but plant cells dont need them to function(hope this helps)

Yes there are lots of cells that do not have Lysosomes.

It is surrounded by membrane which helps to contain its contents. It spills out its contents either when it fuses with an antigen enclosed in endosome or during apoptosis. All these process are highly controlled
