Which one is better for gaming and watching videos?And which one is less noisy and runs less cooler?

Between those 2, I suggest the BFG GeForce 7950GT 512mb.
You need the 512MB of Video Memory today for the bigger games.

Out of the two, I would definitely say go for the 7950 GT. 'Cos that 512 MB of DDR3 memory will make a huge difference when compared to the X1950 XT's 256 MB.
Both cards are extremely good for videos & movies. As regards gaming, it really doesn't matter, as the maximum difference will be around 10-15 fps between the 2 cards.
Both are extremely good and well-balanced. So go for whichever one your budget allows. My personal choice would be the 7950 though. :-)
