Yes Paris Hilton birthday is February 17th but its not becoming a national holiday because Pressident's day is near that day.

By official proclamation of the President of the United States, February 17, Paris Hilton's birthday, will from now on be National Sexually Transmitted Disease Memorial Day.
On that day, all Americans will take time out and have a moment of silence for all those who have contracted syphilis, gonorhea, venerial disease, herpes, hepatitis C, human papiloma virus and human immunodeficiency virus.
