This is on a 1967 Pontiac Grand Prix 400 CI engine. Are the electric chokes super touchy on the adjustments?

No, it seems to my recollection it is easy. With the engine cold, loosen the screws on the black cover on the side and make sure it will turn easily left and right. Put a 1/8 or 3/16 drill bit inside the carburetor neck so the choke butterfly will hit it when you rotate the cover. When the butterfly hits the drill, there will be a 1/8 or 3/16 gap in the choke opening. Tighten the screws and you are done.
Some butterflies had a spring loaded plate attached that would suck open and let air through until it warmed up enough to fully open. If it has this type, do away with the drill bit and close the butterfly fully, but not so tight that it sticks shut.
