Im not entirely sure about this, but heres my answer anyways. A movies are movies that came out in the box office and did well. B movies are typically made for tv, foreign, letterbox, or they came out in the box office as a limited release, or they came out in the box office and sucked horribly. Your major movies are A movies, and the stuff you watch on sci-fi are typically B movies.

B movies were made with low budgets. There many good B movies but most often they were of low quality. It was a good starting point for new actors.

The "B" movie was the second movie on a double feature. You got two for the price of one but the second feature, (the "B" movie) was generally lower budget, no names less quality.

A = Big Budget Hollywood
B = Low-Budget Hollywood (usually with one recognizable name in the credits)
C = Very Low Budget (No Stars, Usually made by friends)

'B' movies are low budget movies. I don't think there are 'ratings' for other movies. It's either HOLLYWOOD, or it's a 'B' movie! hehe

In the studio system, you had "A" films and "B" films.
The "A' films had it all: best actors, top directors, great scripts, huge budgets.
the "B" were the training grounds for the up-and-comers, so things just weren't as good
