Yes, they're just a citizen who's in a lot of trouble!

I take it "still" means they were A U.S. citizen prior to being a felon.

Depends. If a foreign fugitive, then No. If the fugitive is running from something/someone/other country and staying/seeking refuge within country A - they are protected by human rights legislation and laws such as the refugee protection act.
However, they arent considered citizens of country A - they cant vote, they dont have certain rights applicable to citizens only.

If you are a fugitive within your own country, you are still a citizen, but your rights can be negated by certain provisions.
