Ok....I am a novelist (soon to be published with my first novel: Pandorah's Box, go me!) and names are my forte. I take names so seriously. So, here are my thoughts on the names listed, and maybe a few names of my own liking:
Hailie.....Ok, personality wise this can be a bad choice because I have yet to find a Hailie to be anything but a liar and one who needs to be the center of the attention. This is NOT a good name for a twin at all.
Sahara: I love this name, very 'earthy' and 'natural' and unique. I am all about unique names as long as they dont sound ridicuilous. But you have to be careful, with a first name like Sahara, one would want to make the middle name common and down to earth such as Sahara Marie or Sahara Nicole etc. And the last name also shouldnt be too unique, otherwise its going to take away from the beauty of this name. What looks/sounds better Sahara Nielson or Sahara Trigonella, the first one, because it pairs a nice beautiful unique name with a pretty average surname.
Lidia: Very nice way to put a modern spin on a retro name. I have to admit, I like Lydia better than Lidia, to me it just looks more pretty, sometimes a small change in sound works, but many times replacing an "y" with an "i" can just equal bad taste. So I would say Lydia not Lidia, and this would also make a beautiful name for a twin.
Stephanie: Gorgeous. Another semi-retro name. This one is from the mid 80s and who doesnt love the 80s?? I really like this name because of all the potential nicknames this name brings, as well as it has a sweet yet savvy tone to it. This name would make a character of mine become a beautiful, sweet, kind career woman with a heart of gold. I love it! And if the spelling is too conventional, you can turn it into Steffani, which is just too cute for words.
Valerie: Another throwback name (I love the retro names). But, Im not a fan of Valerie, to me its a bit androygenous and in a bad way, especially for a boy-girl twin. I just dont like it, has to much of a 'clinical' nature to it.
Veronica: Love it! God another great retro name, this time from the 40s. It has a great classic, sophisticated, yet girl-next-door appeal. And you can make great nicknames out of this (ronnie, is wonderful). This and Stephanie are my top picks thus far.
Nathalia/Natalie: Eh. I think this is okay as Nataliee (Nataleah or Natalee is better) but I dont care for Nathalia, just would be a bear for teachers and employers to figure out how to pronounce. Even as Natalie, its pretty kind of, but there is just something a bit too 'common' that I would shy away from using it for at least another 10 years or so.
Mackenzie/Morgan/Madison: No, no and no. Ugh I hate these names. I never liked them when they first appeared 10 years ago, and my disdain has grown as they have become the Jennifer and Elizabeths of the 21st century. Too common. Stay away, just too common. And not only that, they all sound so damn pretentious and snobby.
Alexandra: Its ok. I think I like it better as Alexis or even Alexandria. Ive just never liked the "dra" ending for this name. It turns a pretty name into borderline pretentious.
Chloe: Cute, fun, perky, creative. I like Sahara, Stephanie and Veronica more tho. But Chloe is cute too.
Alexa: Love it, its on the line with Alexis.
Alena: I like it better as Elana or Alana, i dont care for Alena at all.
Sarina: I dont like it. I just cant explain why I dont like it, but I call it 'writers instinct'. Its not a name I would pick for my protoganist at all, it just doesnt have a good quality to it. Maybe Serina or Serenia....maybe, but definately no Sarina.
Destiny: Ick with a capital Ugh. God, this is those crappy names along the line of Heaven/Nevaeh. I just think its sappy, sacchrine, and a name that carries a major "ugh" factor as a first name. Makes a perfect Stripper stage name though. I think a better alternative would be Faith, I love Faith. But I cant stand Destiny.
Harley: Okay, please tell me you and your friend are just putting this one in here as a test to see if we have good taste, because its the most fugliest name I have ever seen. Harley is something you ride, not something you give birth to. Step away from the Harley!
Boys:
Christopher: Nice, solid masculine name. I love Christopher because you can have so much variance to it, you can go Chris, or Topher or Christoph, etc. This is a great name for a boy.
Michael: I LOVE michael. Not as much as I love John. John is my all-time favorite male name, and Michael is number 2. Again, this is a great name, no matter how common it is.
Alexander: I have to say....this isnt a good twin name. Because many times people think twin names need to be matching and cutesy so they will make the boy Alexander and the girl Alexandra or Alexis or something horrid like that. Please make sure your friend doesnt so this to her twins, let each have a name that is seperate. Alexander, even on its own, is okay. Alex is better but I really like Xander instead, a much more cute and unique name.
Bryan: No, Bryans are always perverts. Brian is better.
Davonte: I dont like it, too ambigious in the pronouncement of the name.
Justin: Okay, lets retire this name until after Justin Timberlake dies. Even then, lets never use it ok?
Derek: Okay, totally great name...a McDreamy in the works. !!!! Double points. And triple points because its a retro 80s throwback. Quadriple points if you name the girl Izzy or Meredith. How cute would that be? Derek and Meredith or George and Izzy, I LOVE it.
Kyle: I was a fan of this name in the early 2000s. But about 2005, it started to become more popular than I would like. But its still loads better than Justin.
Kevin: You cant ever go wrong with this name, very masculine.
Some possibilitys: Kevin and Veronica (see both names have a strong "V" and a "N" to it, so it would be a good twin name)
or
Stephanie and Christopher...again a good pairing, both have similar "ph" in them as well as both have 3 syllables.
or
Sahara and Michael
or
Meredith and Derek =)
Okay, well there you go, the thoughts of a writer. I cant tell you how important names are, not just in books but in real life. I hope you and your friend appreciate my honest evaluations, i wasnt trying to be rude, just being honest

Sarina and Chloe are my picks for the girls. I think the rest are already too popular right now. I like Alexander but I am bias because that's my sons middle name. I really like Derek thought. I would be careful about Michael and Christopher there are tons of people with those names. I have 5 brother-in-laws with that name. Trust me my name is Jennifer one of the most popular names ever. Its not fun sharing your name with 10 others in your grade when I was in school. However, you don't want a name that's too weird then it leaves room for being made fun of. I named my son Blayne Alexander and so far I haven't heard it used to often. Good luck.

Madison....& Morgan...Alexandria (like better then Alexandra)...My nieces name is Madyson Jade...which is very pretty...I myself am most partial to the name Heather....I named my own Daughter Heatherly Amber....
As for boy names....I just LOVE the name Christopher Micheal...My son's name is Kevin...so obviously I LOVE that name too...lol....

Lydia and Alexandra are great classical names for females. Alexandra can be shortened though.
For the boys names Christopher Michael and Alexander are also classic names. but I would advise not using the Alexander and Alexandria together for the twins.

I love Morgan and Kevin. Very Irish and common names that aren't that often heard. I also like Kyle and Kyra if thats not too cutesy for her. Tell her to pick her favorite few for each sex and decide when she has them. You have a day or so before you fill out the birth certificate paperwork. So don't let her stress about it.
