Try a subtle grey or maybe a soft slate blue, a bright color will be too harsh, and so would black, brown just doesn't do alot for blue eyes. Remember to keep it natural looking , not alot of heavy liquid, use a pencil with a sponge applicator on the end for blending, just to soften the look.

You can pretty much wear any color you like. It really depends on what kind of look you're going for
If you want to look more natural then browns or blacks, this applies to all eye colours though. Green linners that are closer to your eye shade will work too

I'd go with a dark grayish-black eyeliner. Apply it lightly and it'll look amazing with those color eyes.

I think that it depends more on your skin/hair color. For medium to dark hair I would use black, but for more fair skin I would go with another color. Black would not look as good as a gray or brown would.
