Did you wash the substrate with water (no soap) before putting it into your tank? If not it was probably dirty, and I'd change out the water. You may also need to change out your filter if it's clogged from the particulate.

What was the substrate?
If regular aquarium gravel, it should be rinsed before you put it in the tank.
1) If you don't have any fish in there yet, take the gravel out and rinse it. Dump the water in the tank and rinse it, too.
2) If you have fish in the tank, you can try siphoning a bit of the water out and replacing it to see if this helps the water clear. If not, you may have to find a temporary "home" while you go back to step 1. I wouldn't use chemicals other than necessary medications for the fish.
The worst problems I've ever had with cloudiness from gravel was from crushed coral. (Unless you have a saltwater tank or cichlids, you shouldn't use this as a substrate.) Even with repeated rinsing, it wouldn't come clear. A trio of good filters, some snails, and three days time finally cleared the water.

A few questions first. Fresh water or salt? Goldfish, tropicals or marine fish? How long has the tank been established and what type of substrate is it, black sand, crushed coral, or regular gravel? If it is a long established tank the tablets might work, however the main problem might be that the dust from the substrate is now clogging your filter system. If you have a cartridge type system you can remove the cartridge and replace them or rinse them to help clear them up a bit. If it is a newly established tank you need to let the water cycle for a while to settle and be filtered. If it's a goldfish tank it could be ammonia causing the cloudiness. umm, well how big is youre fish tank any ways because if it snt not so big tank . you can take out the fish and put into a emptly glass cup or if you have a old plastic jar thats little big that you can have youre fish to stay in there til you have do clean out the dirty aquarium . i own a fish too ,but i just not buy some thing to clean my fish tank . actually i just take my fish and put into a cup with clean water then i just pour the color stones rocks into a plastic bowl and then i just use a dish wash spong and put a little dish soap to wash and clean out the dirts very will and then after that i washed in the sink water to raised the tank very well . after that grabbed a clean towel and clean and dry the inside and outside of the tank does worked. if you want to clean the rocks stones , plastic planets whatever else you got in there you can use the dish soap to wash the stuffs and raise them with water . next you can just put everything else back to the clean aquarium youre fish will have a healthy and clean water to swim in. yeah when you put the water does get little blurry but will thats alright that doesnt mean its still dirty or something flowing in the water .

I found the best way to keep my aquarium looking great is to change about 1/4 of the water weekly. I remove the water from around the gravel each time with a turkey baster and use a brush to wipe down the sides.
