Well, can you add a few more specifics? :)
Do you want to try drugstore brands (Covergirl, Maybelline, Revlon, etc) or do you want to try really good stuff and head to the department store (Lancome, Clinique, MAC, etc)?
While department store brands are cheaper, drugstore brands contain more pigment, so while they may be more expensive they also last longer and it doesn't take as much product to leave a lot of color.
There's really no easy answer to this. You say you have blue eyes, pale complexion and brown hair, but lots of colors can look good. Look at magazines and take note of what colors you like. Visit the make-up counter - all counters will let you look through their colors and try things on! Some require you to make an appointment and they'll do your make-up for you and help you pick some colors. I use MAC cosmetics, my favorite line, and while some of the MA's may have some really frightening-looking make-up on, it's all for show and they do a great job.
Try neutral colors first, if you're not used to wearing a lot of make-up. Then once you get more comfortable, branch out to other shades. I think greens and blues would look great on you. MAC's Deep Truth or Flashtrack, as well as one or two coordinating colors, would look lovely I think. Get thee to a counter and play!

I have blue/green eyes, fair skin, and strawberry blonde hair...
No matter what your age, the best thing to start with is a good moisturizer, especially around the eyes, and apply to clean skin both morning and evening.
The best rule of thumb is less is more.
I love using Bare Minerals, because I don't look "made up". You can get nearly the same effect with less expensive mineral powder makeups (L'Oreal has a line that works nicely) or with just regular translucent powders (ones with a little 'glitter' to them will give your face a glow).
If you need a little color, brush on some powder blush. Look at the choices Rimmel offers.
Using a cream concealer (stick or liquid) on your eyelids, in a shade just a little lighter than your skin will make your eyes look bigger and more enticing - or it can be a good "base" for powder eyeshadow in a color to bring attention to your eyes. Try something in the brown family, even a pale beige with some glimmer would be good, all the way to a cinnamon with some gold shine.
I have a heated eyelash curler that I love - got it at WalMart - it takes two AAA batteries. Comb out your eyelashes and apply some clear mascara, then use the curler (get as close the base of your eyelashes as you can) and follow up with mascara (Great Lash by Maybelline), two coats.
Use a lip pencil in a shade to match your natural lip color to line and color in your lips, then apply a lip plumping gloss, again, in a shade to match your natural lip color.
That should give you really great results for daily wear makeup.

honey you need to be more specific than that! and honestly...how many "makeup geniuses" are there on yahoo answers? What i would say for you though (becuase i have pale skin/blue eyes too) is start with brown eyeliner. Pencil eyeliner, and not too dark. Then get some volume mascara and put on 2 coats of that. If you wear eye shadow, go with dark browns, pinks, and grays. Gray for the smokey eyed look, pink for casual, and brown for whenever. For foundation. just find stuff that matches your skin. usually the lightest or second lightest shade will do for me.

I have blue eyes and pale skin too, I usually wear this really gorgeous shimmery bronze colour on my lid and then a shimmery cranberry in the crease. I usually wear a tiny bit of brown eyeliner smudged against my lash line and I always wear mascara, usually black-brown (it brings out blue eyes more than just black). For my lips i usually wear a really shimmery, glossy, sheer peach. I love my look, the bronze and cranberry look AMAZING together, and they really make my eyes pop. Good luck!

you dont have to be a genius to apply makeup the best way is too **play around** your never gonna find out what looks good on you if your asking other people, play around test colours and u'll find out what you like any colour goes with bluey green eyes, i have those eyes and i wear purples, greens, blues, browns, whites, pinks anything, its actually better to find what your wearing then apply your makeup so it suits

just go to sephora or Mac! those people are amazing!!! they know exactly what would look good on you. the chanel counter or bobbi brown counter at nordstrom or macys also has good techniques and i wide variety.
I think mac charges $$ but if you book an appointment at sephora they give you a makeover for free!!!

go to a store and have them do make up on you for free...
(Macys, Nordstroms, Dillards, Sax, etc...) or take a girlfriend along to a store and have her help you, we can't always see ourselves as others see us...we often need help....
