it is in the divice manger and the bios but not in disk defragmenter or in (my computer)it installs fine but i have no acsess to it .it is a second hand drive and formating it might solve the problem but how do i do that if i can not acsess it?

The proper software setup can be accessed in Disk Management within Computer Management in Control Panel.

if it is brand new chances are there is no partition yet. if you configured it as a slave and you have windows 98 on the master, run in windows mode and use FDISK to create a partition then a logical drive on the slave, just be sure you're working on the new drive and not the existing one (there will be 2 drives listed). if you have XP, you will not see it in My Computer but i think Disk Manager will detect it and offer to do the high level format to make it usable. Third party program like Partition Magic will also do a great job of preparing the drive or if you have a DOS bootable disk with FDISK and FORMAT utilities, you can temporarily remove the existing drive (just to be safe) from the computer or just in the BIOS (if applicable) and connect the new drive. it won't be detected by DOS but FDISK will tell you what to do.

First of all you are going to want to check the pin settings on the back of the hard drive and make sure the hard drive is set as a slave. The configuration diagram for that shoul be on the top of the hard drive.

See if u have access through dos which i doubt that you will.
Too me it looks like jumper and /or cable issue.
check the jumper setting, data & power cable connection.
