The pattern is called hounds tooth, which is black and white checkered. These pants are widely accepted as professional attire throughout the food service industry for more than one reason. This pattern disguises spills and stains. Another cool fact about some of the hounds tooth chef pants is that they are flame resistant. Chef coats have multi-purpose also. One of the reasons the double breasted chef coat is used is because you can flip the breast of the coat over and conceal an accidental stain, along with insulating the person from the intense heat of the flames in the kitchen. A true professional is mindful of keeping his or her uniform, station, and overall kitchen clean.

Can't say that the chef's in NY wear that kind of outfit, but then, they are all trying to stand out as stars and not look like every other chef. But, I haven't noticed such a thing anywhere else that I have been, and I've traveled a lot.

They are a grease resistant, fire resistant pant offered by the uniform supply companies.
Why they have that particular pattern, I'm not sure.
But, yes they are the standard in many places.
