No, but if you are overweight and uncomfortable about it, the best time to take off the extra pounds is during puberty. However, you must NOT rob your growing body of the nutrition it needs, so make sure you get at least 2500 calories per day and some moderate (NOT strenuous) exercise every day.

It can.

When you are overweight, the body (and the pituitary gland) operate at a different level that they would with normal body weight.

Out of every 5 overweight individuals, 4 will have delayed onset of puberty, but once it starts, it tends to progress faster (the growth spurt is phenomenal).
