China already is addressing population growth by limiting births to one per couple. Another "Culture Revolution" would further cut population growth by removing 10s of thousands of people from among the living. It is unlikely that a significant dent in corruption would happen in any case.... it would just be replaced by new and/or different corruption.

china has a handle on pop growth with one child policy. they also have female shortage
