Ok, when I was little I watched an anime with my cousin. This had to be '95 or before that. This is so vague I have no idea if anyone will get this but...from what I remember it was set in space...like they had spaceships and they were in a big city. I'm not sure if it was Earth or another planet but it had an artificial atmosphere. I remember one of the characters saying "Wow, they made it really pretty out today (blue sky etc.)" Or something like that. Now...go! lol
