For anywhere you are using a lot of electricity. 1 kwh is the same as using a 100 Watt Bulb for ten hours straight.
You might want to purchase Energy Efficient lights. I use the bulbs that burn like 60 Watt standard bulbs, but they only use 15Watts of energy. You can purchase a six pack at Lowe's for under 10.00 and an 8 pack at Costco for about 12.00 with tax. They also last longer, about 7 years on the label. I had one burn out after two years, but the rest of mine I'm on about year five and they are still going strong.
Another thing to save energy is to make sure your windows and doors seal well. Leaks around these areas cause your furnance to turn on more often, because the temperature will drop down more often in the winter and you'll use more air conditioning in the Summer as the cool air seaps out through these leaks. Some power companies offer a low cost or free service to come to your home and help you evaluate where in your home you are losing heat and cooling, thus creating higher electrical costs. You might want to look into this.
Also if you own your townhouse, getting what is called an ON DEMAND water heater can cut your water heating costs in half, thus paying for the unit in less then a year, just with the savings. They cost for your size home, about $1,200.00, but you should be able to save that much money on the cost of heating water within six months to a year.
Think about these options, they really make a difference. My bill was 32.00, heating wasn't electric. When I put in the energy saving light bulbs, in my large one bedroom apartment, I cut $8 dollars off my electric bill. If you have children or you leave on lights alot or have multiple rooms being light at one time, just putting in the low watt bulbs will save you several hundred a year. They make 100 Watt equivlants that use only 25Watts of power. They also make even lower watt that use only 2 to 6Watts that can be used in halls where you don't need as much light, I think the 6 Watt one is the equivlant of a 25Watt bulb. They also make ones that use only 2 or 4 Watts, great for night lights for children.

We moved to New York State from Minnesota and find the electric bills here twice as high as in the Midwest. The local NYSEG is owning the wires and therefore they charge for delivery as high as they want. There are names for companies like that.
I started washing all clothes in cold water. Most lamps have flourescent bulbs in them, and we turn off lights when we leave rooms.
I keep tropical fish - have 5 tanks and need to make weekly water changes, and this is one area where I need more warm water. We have a 3 bedroom house-there are just 2 of us, and we use around 1,100 kw hours per month.

It sounds like you are paying two mortgages! There are some things you can do though. There are actually four things that work wonders - radiant barrier paint, compact fluorescent light bulbs, changed some windows, and installed a tankless water heater. I have done the first two already and it's made quite a difference. I am in South Texas so I get the same summer heat that you do. Check this web site that explains it. Good luck.

For a three bedroom home that is not high, but if you think so, check your cloths dryer that it is vented to the outside and not blocked with anything..if it can't get the moister out it will run more..

I think it is normal. It depends on how many electrical system in your house, such as TV , Heater, Computer, Lightning etc. If you leave those on for long period of time. It can cost more of your electric bill.
