Why is the relative hanging on your spouse? Do they have a past? Some do. Even if they do, this relative should be respectful and back off. Ask your spouse to talk to this relative. If after asking your spouse whether they have talked to this person or not, and saying to your spouse, " Have you talked to _______(fill in the blank)?" If so then, " If ______(fill in the blank) relative doesn't ease up on you I will ____(fill in the blank).
I feel with fair warning to your spouse, it is okay for you to say, (in a nice way), Get the F______(fill in the blank) off my spouse you perv! What kind of relative hangs on family!! Gross.

Uh.... really the relative should have enough respect for you to NOT be hanging on your spouse... Maybe its not that easy for her to be telling someone in, im assuming, YOUR family to back off...

You know how I handled a similar situation. When they acted up, say just talking a lot or things like that, i usually happily left the room where they were, ignored their behaviour, once I said, I am just heading to the store, you two go ahead, do your yapping. I smiled, they got bored with each other and trying to upset me. try that

Your spouse should not only respect that and stop but she should know better. And it's creepy that it's a relative.

it should work like that however usually it doesn't. also it depends on what the spouse is doing. all you can really do is figure out why it bothers you - fear, insecirities, or it is just wrong or don't know. talk about it with your real feelings not begging, accusing but why it really bothers you. hopefully thing will get modified and or addressed. good luck
