I don't understand your question. If you are looking into the Kyoto Accord you need to look at it from a very broad sense. On the surface it looks like a really good thing but there are numerous ways that it is insolvent. Look into "Tragedy of the Commons" principal in order to get a fresh look.

I think that this question is phrased in a way that would influence a response. The question should be presented in a more neutral manner.

A better way to phrase this would be: "Should all countries sign the Kyoto Accord?"
