a) The question presupposes that agreement is the "correct" answer. It also assumes familiarity with the subject. Thirdly, the Accord is not a single statement.

b) Enumerate the salient points of the subject.
Ask your question of each point.
Change "Do you agree that all countries should sign " to "Should all countries sign", or, better yet, "Should countries sign".
