If you look at world opinion, it's the United States. The rest of the world are far worried of the United States as a threat to world peace. The U.S. had involved itself in military adventurism in Iraq, Afghanistan and Somalia. Soon to follow might be Iran, Syria and North Korea.
Iran's nuclear ambitions were a direct result of American invasion of Iraq, right at Iran's doorsteps. This fact, together with Israel's hint of possessing nuclear weapons convinced Iran that it must have nuclear weapons to defend itself. North Korea's nuclear ambitions are also due to threats from the United States.

They are a pariah nation ... but not because they are a threat to global security ... but because of what they are doing to their own citizens. If their government continues stepping too far out of line they will be bonged on the head by China ... we won't have to lift a finger ... !

For those who think that history disappeared when George Bush took office, here's a gentle reminder:
The UN took control of the situation in Iraq from 1991 to 2003.
Bang up job.
180,000 Kurds were slaughtered, the Ma'dan were systematically forced into exile, the Oil For Food Program was systematically circumvented by UN reps accepting bribes, Saddam continued his weapons programs, and the UN became involved in the largest international scandal in its history.
Add to that the transfer of almost all remaining WMD's and equipment into Syria RIGHT UNDER THEIR NOSES!
He has smashed Iraq and Afghanistan into ashes in the name of war against terrorism to implement his selfish agendas and trying to smash many more, ignoring the voice of world and UNO. In the name of war against terrorism, Bush is spreading terrorism and he himself has become the most dngerous threat to humanity. Iraq is united under Saddam but now divided under America. America broke the unity of Iraquis by separting them into Shias, Sunnis , Khurds etc., Even the victims of Saddam are saying that the misery of Iraq now is far worse than under Saddam. The Americans have taught him a lesson in the recent elections. But he did not learn from it. How to check him and who will check him.
so BUSH and US are the worst graver threat to this world...

Just those whose governments get away with their plans for wars.
This implies PEOPLE´S SUPPORT (because of the actions or non-actions they play) So it's not only the rulers who we should put the blame on.
Soldiers could always say NO, disobey orders; why supporting crazy men? If soldiers don´t obey orders, there won´t be any army/navy/etc to fight with. It would really be much better that they die for the principle of peace than for the rulers's principle of dominance.
