I've been in a situation where I've needed to protect myself from people that let's just say are "scary". Here is a list things that I recommend:

Act logical, lawful and unemotional towards offenders, when dealing with them in person... act like everything you're doing now will be caught on videotape for a courtroom to see later.
If being harassed on the phone, get caller-blocking or get a new cell phone number.
Don't record your own voice or name on the voicemail answering service.
Use aliases and usernames online that don't contain your real name.
Don't have your name printed outside of your home anywhere; Open a post office box if need be.
Use one credit card for buying small stuff like groceries or online gadgets and set up a limit on your credit card to minimize any money you could lose if someone tried to charge it without your permission.
If you sense dangerous abuse, just walk away and report it to the police. Be a rat, for everyone else's sake.
Get the facts of every business deal in writing.
Check your receipts before leaving stores.
Know how much you will have to do or pay going into any situation.
Contact the police if you feel that a notorious person is taking advantage of or abusing you in any way.
Do some research and know what to expect before attempting anything for the first time.
Ask yourself "am I really being ripped off/taken advantage of etc, or did I miss something?" You may just have missed a fine detail that lead you to believe you were being ripped off. Tell a friend and get their input.

Hope that helps!

You are the only one that can do that. You and the man upstairs. You cannot be touched if you ask him for help.
You could also try to start anew somewhere no one knows you.
Afraid they can track you by public tranportation? Plant yourself at a truck stop and get a ride from one of them. Truckers are good people . Sometimes a fresh start is what you need. Then stay out of the places you usually hang out in.

Own nothing. If you accidently own anything do this: when the thief steals your wallet give him your jacket as well. If he takes your jacket, give him your watch. If he takes your watch, give him your blessings. A little while later he will give all four back to you.
